How do you tell whether a player is a top notch high level player in 8-ball?
IMHO, usually the top player will consistently run out all the balls when there is open table and makes few position errors.
The top notch player in 8-ball is like the top notch player in golf. The skills of each are pretty much the same, but it is the mental part that seperates the best from the very good.
Even a novice can break and run a table every once in a while, but to do a 3 or 4 ball run-out when your opponent has one ball remaining is not something many amateurs can do. It takes the confidence that you WONT miss verses the HOPE that can run them out. Playing to win verses playing not to lose, and hoping the next guy will miss somewhere.
Billiards, like golf, has basic fundamentals that can be honed over time with practice. It is the nerves and the mental fortitude that cannot be taught, and which seperates the best from the wannabes.
